HK 90 Series Paddle Mag Bushing Tool?

Looking at the feasibility of building an MP5 with a Zenith style forward push-pin bushing (with grip shelf and the additional internal block).
The bushings are flared at one end and staked at the other.
Does anyone know how HK/MKE/POF/CETME does this and if there's a tool that would make it simpler?

HK's instructions are here if anyone knows how to decipher this type of document.
Not sure if this was intended for engineers, machinists or what but it's not super easy to make sense of.
Did figure out that the 2 holes are actually 3 holes.
There's a 2.5mm hole made prior to the well-known hole at 45° from a line drawn from the center of where the big hole would be to the center of the hole above.
The bushing gets smashed into the space from the 2.5mm hole on one side and flared out on the opposite side.

Its very blurry.

The image is too massive for most screens.
In Chrome right click on the Imgur picture and select "open image in new tab".
From there you can either zoom in or download it at full resolution.
