This is an advance notice to current eForms users about the upcoming launch of a new version of ATF eForms.
The goal of this “modernized eForms” is to provide ATF with an infusion of technology to provide better services to our industry members and the public. This much needed modernization will reduce the effort and time required to review and process ATF applications by incorporating online validations and other enhancements.
No action is needed at this time. However, there are some required steps you'll need to complete after the upgrade is finished (details below).

Outage period​

In order to facilitate this upgrade, eForms will be offline during the following time frame:
Upgrade Start: Friday, December 17 at 9 p.m.
Tentative Finish: Tuesday, December 21 at 6 a.m.
You can continue to use the existing eForms until the upgrade starts at 9 p.m. next Friday. During the upgrade time frame, however, eForms will be unavailable.

What you need to know​

The web address of eForms is not changing. If you have bookmarked eForms in your browser, it will automatically access the new eForms.
Your eForms User ID is not changing. All your previous submissions will transfer to the new system.

Required steps after upgrade​

We're updating the eForms login process to provide enhanced security and establish a trusted relationship between the user and ATF. Here's what you'll need to do after Dec. 21:​
  1. After the upgrade, you'll need to manually reset your password before you can log in for the first time.
  2. Once you log in with your new password, the system will ask you to update your user profile information and create a security PIN.
Please review our step-by-step guide with screenshots, but do not complete these steps until the upgrade is complete on Dec. 21:

What to expect​

Once the upgrade is finished, you may notice a few changes in the eForms interface. Here's what to expect:​
  • ATF eForm 4 is coming back. After the upgrade, you will be able to submit the ATF Form 4 electronically through eForms.
  • Electronic submission of ATF Forms 1, 2, 3, 4, 5, 6, 6A, 9, 10 and 5300.11 with the required electronic documents.
  • Electronic submission of fingerprint cards for ATF Form 4. You will be able to attach your “digital fingerprint cards” to your submission.
  • Support for larger file attachments. The updated eForms will accept electronic documents up to 30 MB in size.
  • Enhanced validations to ensure that the upfront validations of your data occur prior to submission.
  • User PIN for validating the submission of all forms as part of the submission process.
  • Self-service support for forgotten passwords and PINs.
  • Rules of behavior that must be accepted to proceed with the use of eForms.
  • “Ask the Expert” to send your questions to our subject matter experts.
  • Use of smarter technology to improve customer service and build a foundation for future enhancements such as an Application Programming Interface (API) and Captcha.

Never got it...but I better get on the stick and file my last sbr submission b4 things change and the system gets flooded

Silencer Shop said any business they get after Dec 4th is going eForm 4. Mine’s in as of last week so I hope I’m riding the pipeline of the wave!

I snuck in a Form 1 on Tuesday....Hoping to get some kind of head start.

I'm going to take a wild guess that the monstrous influx of E-Form 4's is going to clog things up for a while.

Dear eForms Users,
At this time, we find it necessary to make everyone aware of some problems many of you are experiencing with ATF’s shift of all licensing applications to cloud services to include the eForms application. We are working on all reported issues around the clock to ensure they are fixed as quickly as possible. The failing infrastructure of the original legacy eForms system required us to move to this new environment as expeditiously as possible. We are sorry that you have been experiencing problems as a result. There will be continuous fine tuning to ensure all applications are working in sync.
Unfortunately, anomalies still exist with registration, login, and other areas in the application, and we are triaging those issues in real time. The development team is actively working to improve your ability to access your accounts and to perform all functions in eForms quickly and reliably. Despite internal and industry testing these anomalies have still surfaced after launch. You should be seeing significant improvements in the coming hours and days. Once basic performance is stabilized beyond an acceptable level, we have several planned tasks to add and improve features over the coming months.
We apologize for any current problems that you are experiencing and are taking them very seriously. This new eForms is built to evolve rapidly and continuously. ATF has the support team in place to keep pushing improvements until eForms smoothly delivers the services needed by all users.

Form 4 updates!!!!!!

As many of you know, ATF has been undergoing a significant system modernization and data migration to the cloud. Along with the much-needed upgrade, ATF is pleased to have the eForm 4 available on its eForm platform.

Among other enhancements, the new eForm 4 provides built-in validation for fewer errors, validation for secure digital signatures, payment through Pay.Gov, and options for digital submission of fingerprint cards.

ATF has now posted an eForm 4 video tutorial to YouTube to assist with navigation of this new form. The new tutorial can be found at the following link:

Dear ATF eForms account user,

This email serves as a reminder that your access to ATF’s eForms portal is conditioned upon continued compliance with the ATF eForms rules of behavior.

The ATF eForms rules of behavior expressly states that “the USERID, password, and PIN are to be used solely for personal use, or in connection with the performance of your work-related responsibilities as a bona fide employee if your responsibilities require the use of ATF’s eForms on behalf of a business entity. Use of your USERID, password, or PIN by anyone other than yourself is expressly prohibited.”

Further, the ATF eForms rules of behavior states that “a federal firearms licensee (FFL) cannot submit any eForm on behalf of a customer or another FFL where the customer or other FFL must have their own account.” This means that the submission of any ATF eForm must be made by the appropriate account holder. For example, an FFL may not submit an eForm 1 on behalf of a maker because the FFL is not the maker of the firearm. Similarly, an FFL cannot use another FFL’s eForms account to submit any eForm on behalf of the other FFL.

Violations of the ATF eForms rules of behavior is considered a breach of system security and will result in ATF taking action against your ATF eForms account, up to and including account termination.

I dont see how they could terminate an account and no longer provide access to any approved forms since they dont provide an alternative for access. However it'ss the "gubmint" that we are talking about here 🙄
