How can this HK94 (IK Date Code) have a lower SerNo than my (former-since converted) HK94 (II Date Code)?

I've used CCI Shotshells before, but in my .357 Dan Wesson. Still have a bunch of the empty shot capsules somewhere for reloading with my choice of larger size shot.

I live in Utah and they restricted tracer ammo only for a military range (of which still seems to catch on fire due to tracers every year or so). Was wondering if anyone has experience with these 'cold tracers'.
