Interesting Oregon GUN Background check today

O.K. Not sure it this is country wide or not but
since March of 2020, Oregon Firearms Background check have been crazy & unpredictable as far as times go.

Have submitted some and they wait in que for 3-12 days with 6000 or more people in the que.
Then others come thorough at (5 of 6235), and get approved within 3-7 minutes.

Well I was ask by a "BOARD MEMBER" to run a "Stolen Gun Check" on an OLD .22 Revolver that was found in the garbage.
As this is a very old revolver, the SN was either AUOxxxxx or AU0xxxxx ( O or 0 )
so I ran it aa "O" first and it came back Awaiting Operator Review (5943 of 5943)
then I ran it again with a "0" and it came back in 45 seconds as APPROVED

Just sharing mine & my customers frustrations with "The System"

I know that in Oregon, having a CHL will put you at the front of the line for the FICS background check. About a year ago, OSP had turned that feature "off" in the system so everyone was getting the long delays.

Then, sometime before last September, OSP flipped it back "on" and CHL holders went to the head of the line again. All of my recent purchases have been approved in minutes. Yesterday, a gal friend of mine did a private party transfer for a VP9. She, also a CHL holder, was approved in under five minutes. The guy ahead of her.....5000+ in the que.

but CHL has had no affect on transfers I have done. Have run the same person with ODL and CHL.
In fact OSP has warned using a CHL may cause a problem, as they can not confirm the ADDRESS if your FFL had "FAT FINGERED" something in the address.
They can with an ODL, just saying.

I had a 3-month DELAY on a customer even though he had recently completed an approved transfer within a month, and did TWO more approved transfers during the time the one was delayed.
He is an NRA Instructor, that may have a negative impact if Kate Brown and Nancy Pelosi had anything to say about it.

I'm confused - in Oregon, aren't you doing a NICS check for new purchases or transfers? I transferred 3 on Saturday and had instant 'proceeds'. And a 3 month delay? What happened to the Brady Transfer Date of 3 business days?

Michigan does such a crappy job of vetting CPL holders, the Feds won't allow us to bypass NICS anymore for an individual holding one.

In Oregon, FFL's use a WEB Interface to enter the buyers DATA,
OSP Collect $10 to transfer that DATA to FICS

Oregon actually wanted to raise that fee to $35 and got told NO.
 
Washington State Used To allow people to BUY these "GUN CARDS" that allowed NO-Background Transfers.
Not sure it that is still a thing now or not.
 
Since they fixed the system all mine have also gone through in minutes with my CHL, feel bad for all those waiting. When the system was messed up I had a couple of transfers take 3-4 days

The VP9 I bought a few weeks ago, the transferring dealer took both my ODL and CHL. It put me in at #1 in a que of 6000+. Done in two minutes.

I don't think it was my rugged good looks that put me first in line......well maybe......but I still think it was the CHL.

I have never shown my CHL during a transfer, Only ODL. Its supposed to by automatic from my limited knowledge

well, from my ORIGINAL POST:

Me, a Licensed Gun Dealer in the State of Oregon, and a CHL Holder, to have a simple Stolen Gun Check go in to the que of 5943 at 8:07 PM
and then the exact same request with a different SN for the gun to go right through @ 8:11 pm the same day

Tells me there system is F'ed Up
 
What is Oregon's rationale for getting in the middle? Are they creating a registration database of gun ownership? Or is it just a money grab?
 
They want it LINKED so when the Cops pull you over, a RED-FLAG shows up that you probably are carrying at least ONE firearm :)

I always wanted to get pulled over on my way to the BIG "FUN SHOT" in Albany.
Officer: Sir, do you have any Firearms in the vehicle?​
ME: Yes, Sir I do, is there something in particular you would like to see?​

The way it's supposed to work :ROFLMAO: is that records of the transactions are kept for five years. No one really believes that and I highly doubt anyone is checking to see that they actually do dispose of the records.

As to why Oregon uses their own system and not NICS? All I can say is that this state never misses an opportunity to put another position on the state payroll.
Every so often, as Pat noted above, legislation is introduced to increase the fee from $10 to $35. Someone then usually points out that NICS is free and begins to question why we are not simply using that system to save some money on the process. The proposal dies at that point.....so far.
