Legal to ship Firearm related items to Puerto Rico?

As the title suggests I was wondering if export rules apply to sending my panel work to Puerto Rico. I know it's a US territory but wasn't sure if you need an export license to send panels/parts there. Any help from the resident experts would be greatly appreciated.

That was my thinking. Same deal for Guam. Both are US territories. May just give my local AFT office a call just to check and make sure unregulated parts are the same as sending from NY to any other conus state
