So I have a Century C308, it has a 18" barrel. Question is - would I be changing very much of the guns operating cycle by chopping 2 inches from the barrel down to 16" ? Would I need to change locking pieces?

I've built some G3's and used 16" barrels on them. I didn't have to change the locking piece and they worked fine. Jeff is the expert though so I'd wait to see what his opinion is before you chop the barrel down.
 
I would suggest a standard G3 locking piece.. You would not be changing the gas system very much. If you had any type of ejection issues then I would go with a number 18. Or possibly decrease your bolt gap.
