markets where military service cartridges, like the 9x19mm are banned by law for civilian purchase by some countries in Europe and Latin America, so those USPs were made for sale in those countries

which if you take into account that a 115gr 9x21mm has a muzzle velocity of around 1300 fps VS 1200 fps for x19, it's slightly more powerful round
